Statement from TÜİK on Pension Payments

The Turkish Statistical Institute (TÜİK) announced that pension payments are calculated independently with scientific and technical autonomy, based on data gathered from the field in response to allegations about how they are determined. TÜİK responded to claims regarding pension payment calculations, addressing reports and social media posts that compared the Consumer Expenses Index released by the Istanbul Chamber of Commerce (ITO) for Istanbul with the Consumer Price Index (CPI) to suggest that TÜİK understated inflation by 31% over the past three years. They stated that these claims were “unscientific and baseless, not in line with the truth,” possibly made with political motives to shape perceptions consciously. The institute emphasized that CPI and the ITO Consumer Expenses Index (1995=100) differ significantly in terms of base years, item definitions, classifications, weighting structures, geographical coverage, calculation methods, and target income groups, rendering a comparison of the two indices void. The ITO has now announced a new index, the Istanbul Consumer Price Index, changing the base year and methodology, starting from 2025. The statement also refuted manipulative claims regarding the term of the institute’s president and appointments of regional directors, clarifying that the president, like others, is appointed for a specific duration via Presidential Decree, while the regional director changes in 2020 were routine assignments unrelated to inflation calculations. The statement mentioned that only 5% of the CPI price data comes from web scraping and stressed the limited importance of internet data in inflation calculations. TÜİK is highlighted to collect price data more extensively from the field, barcode sources, and other diverse channels, conducting evaluations in accordance with international standards. Contrary to allegations, TÜİK obtains web scraping data centrally, automatically, daily, with no manual entry, while the regional directorates are not instructed in this manner, tracking the same products on fixed websites throughout the year. Therefore, these claims are baseless. TÜİK asserts its full right to take legal action and assures the public of its scientific and technical autonomy in independently calculating the CPI from field data.
