Record Broken with 5 Million Tax Declarations in Income Tax

Approximately 5 million tax declarations were submitted for income tax, setting a record. In 2024, a total of 1 trillion 370 billion liras of declared income was reported, resulting in 411 billion liras of taxes being calculated. Those who did not declare their income were scrutinized. With the efforts conducted by the Revenue Administration Presidency (GİB) of the Ministry of Treasury and Finance last year, a record number of approximately 5 million declarations were submitted concerning the profits earned, reaching the highest levels of declared income and tax calculated so far. According to information obtained from the Ministry, the GİB carried out significant efforts directed towards taxpayers who earn income mainly from rental and wage incomes, as well as commercial, agricultural, or freelance professional gains within the scope of combating the informal economy. Starting from March 1, the Presidency began sending SMS messages to taxpayers, reminding them that the declaration period for the profits obtained in 2024 had commenced and that the declarations could be submitted electronically. In this regard, SMS messages were sent to approximately 1.7 million taxpayers who need to declare incomes from rent, wages, capital gains, and other revenues, as well as to approximately 2.9 million individuals who are taxpayers due to commercial, agricultural, or freelance professional income. Reminder messages were also sent to freelance professionals such as lawyers, doctors, architects, and engineers based on the analysis results of previous years. It was emphasized that the incomes should be declared fully and accurately, and that penal procedures would be applied for incomplete and erroneous declarations. Taxpayers who received SMS messages but did not submit declarations were reminded three times during the declaration period, including on the final day. In conclusion, the number of declarations submitted through the Ready Declaration System, as well as the amount of declared income and taxes calculated, reached the highest levels ever. In this context, during the declaration period from March 1 to April 7, a total of 2 million 248 thousand taxpayers who earn income from rent, wages, capital gains, and other revenues submitted declarations. The declarations made by these taxpayers reported a total of 857.6 billion liras of declared income and 267.3 billion liras of taxes. Consequently, there was a 24% increase in the number of declarations, and a respective 115% and 111% increase in declared income and taxes calculated compared to the previous year. Additionally, this year, 473 thousand taxpayers submitted declarations for the first time by establishing tax liability regarding rental, wage, capital gains, and other incomes, marking the highest number on record. Furthermore, taxpayers subject to income tax due to commercial, agricultural, and freelance professional gains submitted a total of 2 million 747 thousand declarations. These declarations accounted for a 90% increase from the previous year, with reported income and taxes calculated being 512.9 billion liras and 143.7 billion liras, respectively. Consequently, a record-breaking 4 million 995 thousand declarations were submitted relating to profits earned last year, with a total declared income of 1 trillion 370 billion 500 million liras and calculated taxes amounting to 411 billion liras. Following the end of the declaration period, the GİB initiated efforts to identify taxpayers who earned income in 2024 but failed to submit declarations despite the informative efforts made. Information on these taxpayers will be sent to tax offices for penal action. Individuals in question can submit declarations under the repentance provisions of the Tax Procedure Law before receiving a notification from the tax office. No penalty for tax loss is imposed when declarations are made with repentance. These declarations can be submitted online through the Ready Declaration System, and taxes can also be paid online via bank or credit card. Minister of Treasury and Finance Mehmet Şimşek, in his evaluation on the issue, mentioned that the efforts made within the scope of combatting the informal economy yielded positive results. Şimşek stated, “As a result of the informative and auditing efforts conducted in the last year, the number of taxpayers submitting declarations for the 2023 and 2024 tax periods increased by 826,169.” Emphasizing that the fight against informality would continue uninterrupted, Şimşek added, “I thank the taxpayers who declare their income accurately and timely, and I would like to remind taxpayers who do not declare their incomes on time that they can submit declarations with repentance before our tax offices take action. I congratulate the Revenue Administration staff for their contributions in achieving these results through taxpayer services, analysis, and field studies during this process.”
