Radical Changes Coming to Opening Mobile Phone Lines, Banking Transactions, and ATMs: New Rule for Withdrawing Money from ATMs

Within the scope of the Judicial Reform Strategy Document, many radical changes will be made in banking and information systems. Under the new regulation, banks and electronic payment institutions will not be able to open accounts for individuals without verifying their chipped identity document. Individuals whose face cannot be detected by the ATM security camera will not be able to carry out transactions at ATMs. With the new regulation, Turkish citizens can now have a maximum of three mobile communication lines, while foreigners can have one. The regulations to be made with the Judicial Reform Strategy Document will bring about radical changes in banking and information systems. These changes will address issues related to crimes such as fraud and theft committed mainly through banking and information systems.
BANK ACCOUNTS INVOLVED IN CRIMES TO BE SUSPENDED Bank accounts related to crimes committed through the use of information systems will be suspended for a certain period. The benefit subject to the crime found in the suspended account can be seized without the requirement of obtaining a report specified in Article 128 of the Criminal Procedure Law. If it is understood that the seized benefit belongs to the victim of the crime, it will be returned to its rightful owner.
CHIP IDENTITY VERIFICATION COMING Banks and electronic payment institutions will not be able to open accounts for individuals without verifying their chipped identity document under the upcoming regulations. CANNOT TRANSACT AT ATMs WITHOUT A VISIBLE FACE Individuals whose face is not detected by the ATM security camera capable of recognition will not be able to carry out transactions at ATM devices. ATM security camera recordings will be stored for a minimum of 2 years.
TIGHT MONITORING FOR PHONE SUBSCRIPTION In line with the regulations included in the Judicial Reform Strategy Document, the establishment of telephone subscriptions for the prevention of crimes will be subject to strict rules through the application of certain identity verification methods. The new regulations will ensure the updating of all phone subscription records and any lines with outdated subscription records within the given period will be disconnected.
PERMISSION FOR UP TO THREE MOBILE LINES Turkish citizens will be allowed up to three mobile communication lines, while foreigners can have a maximum of one. Phone connections identified to be used in fraud crimes may be cut off. 10-DAY DEADLINE FOR OPERATORS In the context of an investigation or prosecution, if the information or document requested by the public prosecutor, judge, or court is not sent within 10 days, the public prosecutor will have the authority to impose administrative fines on operator companies.
