Guidelines have been established for the payments to be made to raw milk producers in 2025-2026.

The Ministry of Agriculture and Forestry published the Raw Milk Support and Regulation of the Milk Market Implementation Communiqué in the Official Gazette. Accordingly, basic support payments will be made to producers who are members or partners of agricultural organizations producing raw milk, selling it to dairy processing facilities through milk collection centers in exchange for a sales certificate, and registering monthly in the Ministry’s Milk Recording System (BSKS). Basic support will be determined per unit based on the type and marketing method of milk, including buffalo, sheep, goat, and cow milk, taking into account production costs in periods and criteria determined by the Ministry.

UPPER LIMIT 430 LITERS Producers meeting the basic support conditions will receive payments by adding the amount obtained by multiplying the determined coefficients with the basic support amount.

Family farms that produce and sell up to a total of 430 liters of milk daily from cows and buffaloes and 100 liters from sheep and goats for milk processing facilities will benefit from an additional coefficient of 0.3 for milk. Female producers registered on BSKS and TÜRKVET at the beginning of the support calendar year or producers under 41 years old on the last day of the support calendar year will have an additional coefficient of 0.3 for the milk they produce. An additional coefficient of 0.4 for milk produced in Amasya, Çorum, Tokat, Bingöl, Bitlis, Elazığ, Erzincan, Erzurum, Muş, and Tunceli identified as a milk basin, and an additional coefficient of 0.8 for buffalo, sheep, and goat milk will be applied. Producers who sell raw milk to ESK by converting it into a milk product through agricultural organizations within the scope of the milk market regulation application will also benefit from the support. The amount of milk equivalent to 1 kilogram of milk product will be considered in the support. Farmers who want to benefit from the support and are members of agricultural organizations authorized for data entry into BSKS can apply to the provincial and district directorates through these organizations. Those benefiting from the support will be required to have their farm and the animals from which the milk is obtained registered under the same farm name in TARSİM and TÜRKVET. Additionally, all producers will have to register with BSKS on a district basis.

5-YEAR PENALTY FOR UNFAIR SUPPORT Recourses necessary for raw milk support and regulation of the milk market will be covered by the funds allocated in the budget for supporting animal husbandry. Farmers found to have unjustly benefited from support payments will not be eligible for any support program for a period of 5 years. Furthermore, the “Raw Milk Support and Regulation of the Milk Market Implementation Communiqué” published in the Official Gazette dated February 28, 2023 has been repealed. The new communiqué came into effect as of January 1.
