Obligation of TTB Removed for Individual Zero Vehicles

The obligation to install the Vehicle Identification Unit (TTB) on individual vehicles to be launched into the market starting from 1 July 2025 has been removed with the telematics regulation changes made today regarding the National Vehicle Identification System (UTTS).
To increase transparency in the sector by digitally recording fuel sales and combatting the informal economy, the UTTS was developed, with TTB installations on vehicles and equipment installations at fuel stations rapidly progressing. According to the UTTS Application General Communiqué; vehicles acquired through leasing, included in the operation, or used in work, must have TTB installed by 30 April 2025, while all vehicles registered in the TTS programs of fuel distribution companies that are not under this scope must have TTB installed by 1 July 2025. All taxpayers must complete the required procedures, select the most suitable installation point from authorized installation companies nationwide, and complete TTB installation processes by the end of 30 April 2025.
Thanks to UTTS, plate information will automatically be transferred to the system during fuel purchase, preventing improper document issuance, thus preventing billions of lira of tax losses every year. Since documents not issued within the scope of UTTS will be considered as not issued for the Tax Procedure Law (VUK), taxpayers who do not register in the system within the specified period will not be able to show their fuel expenses as deductions.
