Obligation of TTB Installation Removed for New Vehicles

A regulation change regarding the National Vehicle Identification System (NVIS) today eliminated the obligation to install a vehicle identification unit (VIU) for individual vehicles to be released to the market starting from July 1, 2025.

The installations of VIUs on vehicles and equipment at fuel stations in the NVIS, developed to digitally record fuel sales for increased transparency in the sector and combat the informal economy, are proceeding rapidly. Under the NVIS Application General Communiqué, vehicles acquired through leasing, included in operations, or used for work must have VIUs installed by April 30, 2025, while all vehicles registered in the fuel distribution companies’ NVIS programs must have VIUs installed by July 1, 2025. All taxpayers must complete the VIU installation process by selecting the most suitable installation point from authorized installation companies nationwide and completing the installation by the end of April 30, 2025.

Thanks to the NVIS, plate information will be automatically transferred to the system during fuel purchases, preventing irregular document issuance and preventing billions of liras in tax losses annually. Documents not issued under the NVIS will be considered as never issued according to the Tax Procedure Law, so taxpayers who do not register in the system within the specified period will not be able to claim fuel expenses as costs.

OBIGATION LIFTED FOR VEHICLES TO BE RELEASED AFTER JULY 1
With the regulation change made on March 29, 2025, the obligation to install VIUs on individual vehicles registered and to be released to the market starting from July 1, 2025 has been lifted. Additionally, with the said regulation change, the installation deadline for VIUs on vehicles running on LPG and at LPG islands in fuel stations has been extended until December 31, 2025.

ORDER QUANTITY CLOSE TO 3 MILLION
While the number of vehicles with installation and activation completed under the NVIS exceeds 1.3 million, taxpayers and individuals under the obligation to install VIUs as part of the NVIS application can complete their registration and payment processes by visiting utts.gov.tr. Authorities warn citizens to only conduct their transactions through utts.gov.tr, not trust or use similar fake websites to avoid any inconvenience.
