New Regulations in Mutual Trade with Syria

The Ministry of Trade has implemented new regulations regarding exports and imports, which were restricted during the former regime, in mutual trade with Syria.
The Ministry announced that the developments in Turkey-Syria economic and trade relations continue in the new era that began with the liberation of the people in Syria on December 8, 2024, and they will step by step implement the roadmap created with Syria for the new period.
In line with this, the Ministry stated that, as a follow-up to the decisions made since December 8, 2024, the circular numbered 2021/12 regarding customs services provided in trade between Syria and Turkey under the conditions of the former regime has been abolished, and a new circular numbered 2025/4 dated February 8, 2025 has been issued.
The new circular regulating trade between Syria and Turkey is as follows:
“Firstly, the restriction lists for exports to Syria and transit transactions to Syria through Turkey’s Customs Zone have been removed. By using our land border gates to Syria, the goods exported or transited from Turkey to Syria will be subject to the same conditions as with other countries. Secondly, except for “scrap metal” in the attachment 2 list of the Circular, the transit of other goods from Syria to third countries through our country has been made free. Thirdly, the import procedures from Syria have been normalized. Thus, the list of goods subject to permission for import, as included in the circular that has been abolished, has been removed, and within the scope of our current foreign trade regime, the import regime with Syria has been normalized. In other words, goods imported from Syria are now subject to the same conditions as third countries in terms of import regulations, product safety checks, and customs duties.”
