In the negotiations of the Public Sector Collective Bargaining Framework Protocol, where the salary increase for approximately 600 thousand public workers will be determined, the first offer to the worker’s side is expected to be presented. The process continues in the 2025 Public Sector Collective Bargaining Framework Protocol negotiations, which cover around 600 thousand workers in public institutions such as highways, railways, power plants, ministries, universities, and hospitals. The negotiations, which started with the joint salary demand of TÜRK-İŞ and HAK-İŞ submitted to the Ministry of Labor and Social Security on February 27th, have mostly discussed the administrative articles. TÜHİS, representing the worker’s side, is conducting a cost analysis for the demand consisting of raising the minimum daily wage to 1800 Turkish liras, followed by a 50% raise for the first six months of 2025, a 25% raise for the subsequent six-month periods, and an additional 10% welfare share. Following the completion of the cost analysis, it is expected that TÜHİS will present its initial offer to the worker’s side in the coming days. After the initial offer from the public employers, the negotiation process between the parties will accelerate. OTHER CONTRACTS ARE ALSO CLOSELY WATCHED The 8th Period Collective Bargaining negotiations covering the years 2026-2027, where the salary increase for approximately 4 million civil servants and 2.5 million retired civil servants will be determined, will start on August 1st. In this regard, the 2025 Public Sector Collective Bargaining Framework Protocol, which concerns public workers, is also important for collective agreements to be signed in the private sector, such as the Turkey Metal Industrialists Union (MESS) Group Collective Bargaining Agreement.
