Heavy Fines for Transporting Passengers Without Tickets

Non-compliance with rules on intercity buses will result in heavy fines. According to the new regulations, a fine of up to 85,000 Turkish Liras can be imposed on those transporting passengers without tickets, while a penalty of up to 50,000 Turkish Liras can be given to those dropping off passengers outside of stops. The proposal will grant the President the authority to determine the amount of childbirth assistance. In addition, DHMI employees will be eligible for aviation compensation.

With the upcoming changes in the Highway Transportation Law, the minimum administrative fine for transporting passengers without tickets will be raised from 300 Turkish Liras to 8,500 Turkish Liras, and the upper limit will be increased to 85,000 Turkish Liras. AK Party MPs, under the leadership of Group Chairman Abdullah Güler, have prepared a draft law that includes increasing administrative fines in the Highway Transportation Law, regulations on childbirth assistance, and regulations concerning State Airports Administration (DHMI) employees. The proposal, expected to be presented to the Turkish Parliament this week, includes raising administrative fines in the Highway Transportation Law. The minimum administrative fine for transporting passengers without tickets will be 8,500 Turkish Liras, with an upper limit of 85,000 Turkish Liras. THOSE DROPPING OFF PASSENGERS OUTSIDE STOPS WILL PAY 50,000 TURKISH LIRAS. Thus, an administrative fine ranging from 8,500 Turkish Liras to 85,000 Turkish Liras may be imposed on those transporting passengers without tickets.

Those operating without contracts will also face the same amount of administrative fines. Transporters who drop off and pick up passengers outside of terminals and intermediate stops will receive administrative fines ranging between 5,000 Turkish Liras and 50,000 Turkish Liras. PRESIDENT TO HAVE AUTHORITY FOR CHILDBIRTH ASSISTANCE The draft law will also bring changes to the Law on Certain Arrangements in the Social Services Field regarding childbirth assistance. According to this regulation, as of January 1, 2025, the amount of childbirth assistance will be determined by the President.

Childbirth assistance will be paid from the Social Solidarity and Assistance Fund, without any tax deductions. Furthermore, the proposal will include regulations for providing Eurocontrol aviation compensation to DHMI employees.
