Attention for Those on the Road! New Fines Approved in the General Assembly

The newly approved regulation in the Turkish Grand National Assembly introduces fines ranging from 8,500 lira to 85,000 lira for those carrying passengers without tickets or engaging in unauthorized transportation services. Individuals operating as agents or transportation brokers without authorization will face administrative fines between 25,000 lira and 250,000 lira. The law proposal, which also includes an increase in retirees’ holiday bonuses, was accepted in the Turkish Grand National Assembly.

With this law, administrative fines in the Road Transport Law are being raised. Penalties up to 170,000 lira will be imposed on carriers operating without authorization or engaging in activities outside the scope of their authorization. Those using vehicles without registering them under the authorization, transporting dangerous goods without permission, or evading transport services will face fines ranging from 8,500 lira to 85,000 lira. If one carrier obstructs the transportation activities of another, fines from 25,000 lira to 250,000 lira will be applied.

Individuals carrying passengers without tickets or operating unauthorized transportation services will face fines from 8,500 lira to 85,000 lira. Carriers violating the safe transportation of passengers and goods, failing to implement security measures, or acting contrary to environmental protection regulations will also receive fines ranging from 5,000 lira to 50,000 lira. Those not ensuring the healthy, comfortable, and safe travel of passengers, or failing to deliver passengers to their promised destinations, will be fined between 17,000 lira and 170,000 lira.

Additionally, carriers disregarding necessary regulations for vehicles and drivers will be fined from 8,500 lira to 85,000 lira. Organizations not taking the required measures in training and internal audits for drivers with high penalty points will face administrative fines up to 50,000 lira. Individuals acting as agents or transportation brokers without authorization will be penalized with fines ranging from 25,000 lira to 250,000 lira.

Furthermore, fines from 8,500 lira to 85,000 lira will be imposed on those failing to regulate fare and time schedules, not complying with them, or applying unlawful fare and time tariffs. In addition, fines up to 35,000 lira will be given to those not displaying fare and time schedules visibly at workplaces, terminals, and ticket outlets. Carriers using foreign-plated vehicles within Turkish borders for transportation between two points, violating international transport agreements, or operating without the required authorization will face fines from 5,000 lira to 500,000 lira.

It is prohibited to drop off passengers outside terminals and stops, and those transporting passengers or goods to border gates contrary to laws and contractual agreements will be subject to administrative fines of up to 85,000 lira. Carriers disembarking and boarding passengers outside terminals and stops will be fined between 5,000 lira and 50,000 lira. Operators conducting activities without a vocational qualification certificate will face fines ranging from 8,500 lira to 85,000 lira. Violators not presenting necessary information or documents to designated authorities during inspections will receive administrative fines between 3,000 lira and 30,000 lira.

Operators penalized for conducting activities without a vocational qualification certificate cannot be fined for the same offense within three months. Repeat violations of transport prohibitions, failure to regulate fare and time schedules, or committing the same offense three or more times in the same calendar year will result in double the initial fine. The scope, nature, and dissuasive effect of the penalties for offenses defined as illegal under the law will be determined by regulations prepared by the Ministry of Transport and Infrastructure. The amendment to the Road Transport Law will come into effect six months after its publication date.
